Setting a New Course in British Columbia– Water Governance Reform Options and Opportunities

Water governance receives less attention than water management in discussions of overall reform of water systems, yet good governance is critical to addressing issues of sustainability and development for regional and provincial prosperity.
This policy discussion paper compares three possible governance models for water management in British Columbia. The purpose of this work is to contribute to the dialogue about governance reform in the province by presenting a range of reform options. And is also part of a broader effort to show how governance fundamentally affects water management and is therefore a key priority to sustain water resources into the future.
Nisqually Watershed Stewardship Plan
In 2003 the Nisqually River Council launched an effort to update the Nisqually River Management Plan. The result was this Nisqually River Stewardship Plan. The plan developed would ensure that the work of the past two decades to preserve and restore the watershed could be sustained in th future. The plan is a community-based plan that is being voluntarily carried out by landowners, neighbours, and communities; cities and countries; state and federal governnment; and the Nisqually Indian Tribe.

Stewardship means many things to many people. Jim Ellsworth provided an engaging presentation at the Habitat Conservation and Stewardship Program April 2001 Mid Term meeting. Ellsworth's message is that to advance stewardship, is to just do it. Stewards are the ones who provide a voice for future generations.
Chilliwack River Watershed Strategy
This report serves as a living document for the Chilliwack River Watershed Strategy developed through the dedicated effort and vision of many individuals and organizations that provided their valuable knowledge, experience, ideas, time and inspiration. Starting in 2003, a planning process was initiated "to provide a common understanding of watershed values, based on sound science and local knowledge, to assist in decision-making that will promote and improve the sustainability of the Chilliwack River watershed."
